Gentlemen,

It seems that "listen 192.168.98.2" is not working with the OS/2 version, Binkd
still answers all interfaces.

Binkd 1.1a-27 (Mar 2 2013 13:43:41/OS2)
Compilation flags: gcc (klibc), zlib, bzlib2, https, ntlm,
amiga_4d_outbound, bwlim. Facilities: fsp1035 rfc2553emu

The CYGWIN compilation on WinXP works as expected.

Or am I missing something?

binkd/OS2 is not supported now because nobody of actual developers uses OS/2.

May be you will become tester?
