One thing that I did discover is that part of the problem is that
TERMAIL suffers from the Y2K Bug. That is why the header of the message
had a date that I could not fix.

Still not sure what the problem is with the tagline manager not calling
the HELLO.ENG file but that is a moot point now that I know that there
is an inherant problem with TERMAIL.

Guess I'll hit the internet to look for Golded +. Not sure if I will
have a chance to work on it but will take a look.

right... but those can be fixed at the PKT processing level... my system does
it here using the pktdate tool from the y2k package that was released years
ago... there are still a lot of messages flying around out there with bad dates
in them...
